He shows how churn, the normal changes in voter registrations for relocations and deaths is used to bloat voter rolls. Bloated voter rolls open several rigging opportunities. One, they provide headroom to hide ballot injections where voter participation rates above historic norms of 75-78% otherwise raise suspicions. Second, it’s’ easier to reactivate bloat entries in voter rolls than to register new entries.
An email by Steve Hufton, an IT and data analytics specialist begins the explanation of the ballot injection process. Steve advises against early voting because pre-election ballot return data can be used with an election model of historic elections to estimate the outcome of the current election and needed ballots to prevail in the current election.

State voter databases note participation in past elections. It’s commonly used to purge voters after they fail to vote, typically after two major elections. This participation information can also be used to model elections.

In his presentation interview, Patrick connects the injection process to an individual in Serbia. A multi-year international investigation found there an array of Chinese data servers operated by statisticians and analyst from Venezuela, Cuba and China. This Serbian data center is the source of reference models and injected ballots. China and its proxies have ‘acquired’ as many as 220 million American voter records per a recently declassified report.
